Dr. Penny Wong-On CHAO holds a PhD in Public Administration from the University of Macau, an MBA, and a bachelor's degree in Computer Engineering. He is a senior engineer in automation and computer technology and applications, and holds professional certifications including ACE, CISP, PMP, CSPM, and CFA-ESG.

He has more than 20 years of experience in software development, management, and technology services. He currently serves as Managing Director of Macau Concentration Technology Co., Ltd. and CTO of Macau Jinda Information Technology Co., Ltd., and previously held senior roles at Newland Group, Macau Highcore Technology, and Y5ZONE Limited.

Dr. Chao has long focused on technology commercialization, industry-academia-research collaboration, and innovation practice in the Guangdong-Hong Kong-Macao Greater Bay Area. He has participated deeply in university entrepreneurship center incubation and commercialization services, with experience in full-process technology transfer management, technology manager competency systems, and cross-border collaboration mechanisms.

He is also active in Greater Bay Area technology youth and public service initiatives, supporting youth innovation and entrepreneurship, patriotic education, technology-based public welfare, and association governance.
